Federal Law No. 289-FZ on Platform Economy Comes into Force

On October 1, 2026, Federal Law No. 289-FZ regulating the platform economy came into force. The new rules apply to digital platforms, aggregators, and real estate agents.

On October 1, 2026, Federal Law No. 289-FZ "On Certain Issues of Regulating the Platform Economy in the Russian Federation" came into force. The law establishes uniform rules for digital platforms, aggregators, performers, sellers, and buyers.

The main changes concern the conditions for changing tariffs, protecting partners' income, controlling participants through state registers, and the timeframes for reviewing claims. For platform employment, restrictions on the working hours of performers and mandatory data transfer to the tax service have been introduced.

For real estate agents, changes depend on the functionality of the electronic service. Classifieds, such as Avito and Cian, are not subject to the law if they are used only for posting advertisements. Transactional platforms that accept payments from clients must comply with restrictions on the working hours of realtors with a single client.
