The Charter defines the Union’s governing bodies and their responsibilities. This page explains the structure and lists their members.
Structure
Governing Bodies under the Charter
The Congress elects the General Council and the President. The Audit and Oversight Body reports directly to the Congress and is independent of the other bodies.
Congress
Highest Governing BodyApproves the Charter, objectives and membership fees; elects the President and General Council members; and decides on the Union’s reorganization or dissolution.
General Council
General OversightGoverns the Union between Congresses, convenes the Congress, establishes committees, commissions and working groups, and approves the Regulations on the Register of Members.
Presidium of the General Council
Operational DecisionsApproves the budget and draft Congress agenda, nominates a candidate for President, reviews agreements and makes operational decisions.
President
Sole Executive OfficerManages day-to-day operations, admits and removes members, oversees the Union’s staff and issues orders.
Union Staff
Operational SupportSupports the Union’s day-to-day work, including administration, register maintenance and communication with members.
