Membership for Real Estate Employers
Organizations and sole proprietors can join the Union. Individuals cannot become members; the “Qualifications” section is intended for professionals.

Not every form of participation in the Union constitutes membership. The table explains the benefits and requirements of each status.

Membership Fees
Three Types of Membership Fee
3 000 ₽
Joining Fee
For organizations and sole proprietors. Payable before the admission documents are reviewed.
10 000 ₽
Annual Fee
For organizations and sole proprietors, payable by 15 April of the current year.
By Congress Decision
Earmarked Fee
The amount, purpose and due date are set for each specific objective.
Payment Procedure
Fee amounts are set by the Fee Payment Procedure approved by the Union Congress. Separate amounts apply to regional and other employer associations. Fees already paid are not refundable when a member withdraws or is removed.
Admission Process
From Application to the Register
Written Application
The application is submitted to the President of the Union.
Review by the Commission
The Membership Committee reviews the application and information provided.
President’s Decision
The President decides whether to admit the applicant to the Union.
Payment of fees
After approval, the applicant receives the payment details and pays the required fees.
Register and Certificate
The information is entered into the Register of Members, and the organization is issued a certificate of membership.
Membership Rules
Rights and obligations of a member of the Union
The key provisions are summarized below. The full rights and obligations are defined by the Charter and the Union’s internal documents.
- Participate in the management of the Union in the manner established by the Charter.
- Receive information about the activities of the Union and get acquainted with its documentation.
- Make proposals on issues of the Union’s activities and participate in their discussion.
- Participate in the work of committees, commissions and working groups.
- Use the Union’s support and opportunities under the terms of the relevant programmes.
- Leave the Union in accordance with the Charter.
- Comply with the Charter, internal documents and decisions of the Union bodies.
- Participate in achieving the statutory goals and not commit actions that cause damage to the Union.
- Pay the joining, annual and earmarked fees on time and in the prescribed manner.
- Promptly report changes to the name, legal details, contacts or other information in the Register of Members.
- Provide reliable information necessary for maintaining the Register.
Fees and Register Information
Failure to pay fees is grounds for removal from the Union. The authorized representative must promptly report changes to information published in the Register of Members.
