A Document on the Delimitation of Labor and Civil Law Relations is Being Prepared
By September 1, the Federal Tax Service, the Ministry of Labor, Rostrud, the Ministry of Economic Development, and representatives of digital platforms plan to present a document that will delineate labor and civil law relations. This will help reduce administrative pressure on businesses.
By September 1, the Federal Tax Service, the Ministry of Labor, Rostrud, the Ministry of Economic Development, and representatives of digital platforms intend to present a joint document that will delineate labor and civil law relations.
Currently, the Labor Code lacks a clear list of characteristics of labor relations, which creates legal uncertainty for businesses, especially when working with self-employed individuals, contractors under civil law contracts, and outsourcing performers. This leads to increased administrative pressure on entrepreneurs, an overload of the judicial system, and the creation of corruption risks.
The Russian Union of Real Estate Market Participants previously proposed amendments to the Labor Code to regulate temporary employment. The new document should serve as a guideline that will reduce the burden on businesses and make working with freelance performers more predictable and secure. The Union will continue to inform about the development of the situation.
